Prima facie the expenses caused by the internment would

fall upon the Chinese Government, but it might be possible,

if the soldiers were employed, to make arrangements by

which the wages earned by them would be partially used to

pay for these expenses.

Perhaps you would like to consider this suggestion

and if you find that it is practicable and desirable, would

you let us know how you would propose to proceed, so that

we could consider whether we should obtain the Chinese

Government's concurrence before definite arrangements are

made?
